Team permissions bypassed when Public Access enabled on project
When "Public Access" is enabled on a project, any registered user is allowed to push changes to the repository, even if they are not on a Team within the project. It seems like registered users that are not on a Team in the project should be able to browse and clone, but not push changes, when "Public Access" is enabled. Am I misunderstanding the intent of this feature, or is this a bug?
