Large Push won't prevent a Pull

In our project we have started having a problem where if a developer has a rather large change set and pushes it, other developers can pull during the push which results in their repo becoming corrupted. Is there a setting we need to flip to get hglab/mercurial to block reads while a write is in progress? If one developer is pushing another one can't push. It just almost seems like reads are ignoring the write lock.
