Gordon,
HgLab is not particularly resource-hungry and should run fine on a Recommended configuration for Windows Server 2008. Obviously, the beefier the box is, the better.
One thing I recommend is placing HgLab Home Directory on an SSD drive (with proper backups) since HgLab is heavily IO-bound and faster "disk" does make a difference.
